NCEO Now Has Model State Legislation and State Legislative Policy Background Memos Online The NCEO now has three documents for use in working with state legislators on prospective legislation to help move employee ownership forward. One is a memo on the case for pro-employee ownership legislation, describing the research on this topic, and looking at key programs states can enact. The second describes what laws have already passed or are currently pending. The third provides sample legislative language for proposals to create a state outreach program, a state tax credit for initial ESOP costs, rule changes to allow ESOPs to qualify for state set-aside contractual preferences, and a change in rules allowing ESOPs to own professional corporations.
